Construct PR - Delete Reviews

Reviews can be deleted by the submitter of the review. Currently, reviews cannot be deleted by other users or the Prequal Moderator. A Delete () icon at the top right corner of the review allows users to delete it. This could be for reasons like a subcontractor coming under new management deeming the original review inaccurate or a user deleting and starting a new review after a tough interaction with the subcontractor to bring objectivity to the review.
